ECC PT1 meeting - Copenhagen


The 35th meeting of ECC project team (PT) 1 was held last 19-21 May in Copenhagen, chaired by Didier Chauveau. ECC PT1 is responsible for all matters concerning international mobile telecommunications (IMT), coordinating European contributions and its positions concerning questions involving spectrum planning and sharing/compatibility in the scope of working group 5D of the International Telecommunication Union's Radiocommunication Sector (ITU-R). It is also developing CEPT's response to the EC mandate in 900/1800 MHz.

After the information on mobile band use in the various CEPT countries was updated by the European Communications Office (ECO), a decision was made to transform the document into a ''draft ECC Report on the use of mobile bands in CEPT''. In this form it is expected to be adopted for public consultation at the 26th ECC meeting (June 2010).

IMT channels are being developed for the 3400-3600 MHz and 3600-3800 MHz bands and the working document on the issue has been updated.

Decision ERC/DEC/(00)06 ''on the Licensing and Free Circulation and Use of IMT Terrestrial and Satellite Mobile Terminals'' will be reviewed at the next meeting, based on a contribution from the working group on Regulatory Affairs (WG RA).

A questionnaire for CEPT administrations and for industry was recently submitted, concerning use of the 1900-1920 MHz and 2010-2025 MHz bands. The comments sent in were examined and included in a single document. The final aim is to revise Decision ECC/DEC/(06)01 on ''the Harmonised Utilisation of Spectrum for Terrestrial IMT-2000/UMTS Systems Operating within the Bands 1900-1980 MHz, 2010-2025 MHz and 2110-2170 MHz''.

One of the issues discussed at length was application of the BEM (block edge mask) concept to the 900/1800 MHz bands. A document with ECC PT1's opinion on the matter was prepared.

Draft ECC Report 146 on GSM MCBTS was in public consultation. The comments received were dealt with by WG SE and now by ECC PT1. This report will be submitted to the 26th ECC meeting for final approval.

In response to the EC (European Commission) mandate in the 900/1800 MHz band, three CEPT reports were prepared, which will be proposed for adoption for public consultation at the 26th ECC meeting:

  • In Band Report;

  • Adjacent Band Report;

  • UMTS and Adjacent Band Systems above 960MHz Report.

Finally, note that the report being developed on new border co-ordination methodologies was updated and it was agreed that PT1 will only focus on the 800 MHz and 2.6 GHz bands.
