63rd WG SE meeting - Lübeck


The German city of Lübeck hosted from last 28 January to 1 February the 63rd meeting of the ECC Spectrum Engineering working group (WG SE). Some 47 participants attended, including the observer from the European Communications Office (ECO) and representatives of industry and/or operators.

The following documents were approved after the consultation phase:

  • Draft new ECC Report on 3GMCA;
  • Draft ECC Report 185 on "Further definition of technical and operational requirements for the operation of white space devices in the band 470-790 MHz";
  • Draft ECC Report 186 on "Technical and operational requirements for the operation of white space devices under geo-location approach".

The following documents were preliminarily adopted and forwarded for public consultation:

  • Draft ECC Report on PMSE;
  • Draft ECC Report 190 on (122 GHz);
  • Draft ECC Report "Adaptive modulation and ATPC operations in fixed point-to-point systems – Guideline on co-ordination procedures";
  • Draft Revision of ECC/REC(05)07 "Radio Frequency Channel Arrangements for Fixed Service Operating in the Bands 71-76 GHz and 81-86 GHz";
  • Draft ECC Report on "Compatibility Studies – MSS Terminals Transmitting to a Satellite in the Band 1980-2010 MHz and Adjacent Channel UMTS services".

New tasks were established, specifically for:

  • Production of studies in response to the EC mandate to CEPT for alternative systems in the 2 GHz band:
     
    • Spectrum engineering project team PTSE7 will study the compatibility of systems for programme making and special events (PMSE), public protection and disaster relief (PPDR) and digital European cordless telecommunications (DECT);
    • Spectrum engineering project team PTSE44 will study the matter of compatibility of the broadband direct-air-to-ground communications (BDA2GC) system;
    • Spectrum engineering project team PTSE24 will study the introduction of short range devices (SRDs) once the priority systems to be implemented have been identified.
       
  • EC mandate on PMSE in the 1800 MHz (1800-1805 MHz) duplex:

The report on PMSE was approved for public consultation; PTSE7 was mandated to go ahead with the remaining studies.

  • Studies on the L band (1452-1492 MHz).

    PTSE7 was mandated to analyse and determine the out-of-band mask (OOB) as well as in-band cross-border co-ordination studies and studies between mobile/fixed networks (MFCN) and other systems in adjacent channel (see PTSE7).
     
  • Studies on SRD implementation in the 862-863 MHz band.

    PTSE24 will analyse the introduction of SRD in this band, but only after finishing the studies being done for the 863-870 MHz band.
     
  • Time analyses in the Spectrum Engineering Advanced Monte Carlo Analysis Tool (SEAMCAT).

    To better understand the impact that listen before talk (LBT), low duty cycle (LDC) or other spectrum sharing protocols have on compatibility results, it was decided that PTSE24 should be mandated to draw up requisites enabling those analyses to be simulated in the tool.

The next meeting of the Spectrum Engineering group will be held this coming 13-17 May in Lugano, Switzerland.
