Frequency Management working group meeting - Warsaw


The 76th meeting of the CEPT Frequency Management working group (WG FM) was held last 4-8 February in Warsaw, Poland. It was chaired by Sergey Pastukh of Russia and attended by 113 delegates from 32 administrations, the European Commission (EC), the European Communications Office (ECO), the European Telecommunications Standards Institute (ETSI) and 11 international organisations.

Highlights of the meeting included the following:

  • Approval of a new Recommendation ECC/REC/(12)03 on "Determination of e.i.r.p. through field strength measurements in the frequency range from 400 MHz to 6000 MHz", to be published;
     
  • Approval of a new ECC Report 183 on "Regulatory framework for outdoor GNSS pseudolites", to be published;
     
  • Preparation of a new Decision ECC/DEC/(13)AA on "Harmonised use of Earth Stations On Mobile Platforms (ESOMPs) within the frequency bands 17.3-20.2 GHz and 27.5-30.0 GHz", which was approved for submission in March 2013 to the Electronic Communications Committee (ECC) for final approval;
     
  • Development of the new ECC Report 184 on "The use of earth stations on mobile platforms operating with Geo Stationaty Orbit (GSO) satellite networks in the frequency range 17.3-20.2 GHz and 27.5-30.0 GHz", which was approved for publication;
     
  • Decision meant to give priority to analysis of broadband digital air to ground communications (BDA2GC) in 1900-1920 MHz and 2010-2025 MHz, in detriment to 5.8 GHz;
     
  • Conclusion of draft Report A on "Applications and spectrum requirements for the future European broadband PPDR system", which was approved for submission to public consultation;
     
  • Completion of draft ECC Report 188 on harmonisation of the L band (1-2 GHz), which concluded that the most appropriate regulatory framework for the 1452-1492 MHz band is its harmonisation for mobile broadband/mobile supplementary downlink (SDL), enabling other national solutions in the scope of terrestrial broadcasting and other terrestrial applications, which was approved for publication;
     
  • Completion of draft Report A, responding to the EC Mandate on technical conditions concerning spectrum harmonisation options for emitting microphones and video cameras, whose text was agreed on and will be submitted to the ECC in March 2013 for final approval.

Finally, following the EC mandate issued to CEPT in late 2012 to study harmonised technical conditions for the 1900-1920 MHz and 2010-2025 MHz frequency bands in the European Union (EU), in order to identify uses alternative to mobile for those bands and work out less restrictive technical conditions to apply, and given that the interim report must be submitted to the ECC in May 2013, a proposed contents for the interim report was drawn up and approved. That report should be further developed in WG FM’s "Unpaired 2 GHz bands" correspondence group by the next meeting, scheduled for this coming 20-24 May in Amsterdam.
