BEREC - opinion on the Regulation for the European single market for electronic communications


On 17 October 2013, BEREC published an opinion on the Regulation proposed by the European Commission (EC), laying down measures to complete the European single market for electronic communications and to achieve a "Connected Continent".

BEREC expressed a number of concerns, including:

  • possible negative impact on investment and competition, as well as for the consumer;
     
  • possibility of failing to consider the long-term consequences resulting from the implementation of the proposed measures;
     
  • feasibility and proportionality of certain measures;
     
  • possibility of the proposals being counterproductive, given that the EC has not adequately demonstrated that they will generate added value.

BEREC presents the results of its analysis of certain chapters, in particular on: the single notification and authorisation system, spectrum, harmonised access products and quality of service, European virtual access products, net neutrality, consumer protection, international roaming and BEREC governance.
