78th meeting of the Frequency Management working group - Montegrotto


The 78th meeting of CEPT’s Frequency Management working group (WG FM) was held from last 30 September to 4 October in Montegrotto, Italy. The gathering was chaired by Sergey Pastukh of Russia and attended by 118 delegates representing 32 administrations, the European Commission (EC), the European Communications Office (ECO), the European Telecommunications Standards Institute (ETSI) and eight international organisations.

The most significant issues considered at the meeting were the following:

  • approval for publication of revised Recommendation ECC/REC/(11)06 on Block Edge Mask Compliance Measurements for Base Stations;
     
  • information about the study being produced on the 410-430 MHz, 450-470 MHz and 694-790 MHz frequency bands for broadband applied to public protection and disaster relief (PPDR); the 1900-1920 MHz and 2010-2025 MHz bands are viewed as potential candidates for direct mode operation (DMO) solutions, air-ground-air (AGA) including unmanned aircraft vehicles (UAV) and ad-hoc networks;
     
  • approval of a new ECC Decision meant to harmonise the 1452-1492 MHz frequency band for mobile/fixed communications networks (MFCN) supplemental downlink (SD);
     
  • approval of an addendum to CEPT Report 50 in response to the EC mandate on technical conditions regarding spectrum harmonisation options for wireless radio microphones and cordless video-cameras (PMSE equipment), which considers studies on emitting microphones in the 821-832 MHz and 1785-1805 MHz duplex gap;
     
  • approval of the revision of appendix 10 (Radio Microphones) of Recommendation ERC/REC 70-03, now including the 1800-1804.8 MHz frequency band;
     
  • approval of a draft report meant to identify uses alternative to mobile service and to determine less restrictive technical conditions to apply to the 1900-1920 MHz and 2010-2025 MHz frequency bands; this draft report is framed in preparation of the response to the EC mandate on unpaired terrestrial 2 GHz bands and will now be submitted to the ECC for validation and placement in public consultation;
     
  • creation of a new correspondence group on Maritime Broadband Radiolinks (MBR), which will study the recently approved system reference document on broadband communication links for ships and fixed installations engaged in off-shore activities operating in the 5 GHz to 8 GHz range (TR 103 109), with a view to producing a new ECC Decision.

The next WG FM meeting will be held on 3-7 February 2014 in Budapest, Hungary.
