EMERG held last 9-10 October in Barcelona a workshop on the subject of mobile virtual operators (MVNO). The main reasons for the workshop were to identify and explain differences between the situation in European countries and the other EMERG countries, and also to discuss the role played by regulation in promoting market entry based on virtual operations.
The first day was almost entirely devoted to discussing the Spanish case, where the network access obligation of mobile network operators (MNO) with own network is imposed per the market analyses. Participants in this discussion included representatives from the Spanish regulator and from Spanish fixed and mobile operators. Three case studies were discussed during the morning of the second day, from Germany, Tunisia and Portugal, the latter presented by ANACOM’s national representative at the workshop.
