Major Planning Options and State Budget for 2015


The Major Planning Options (GOP) for 2015, approved by Assembleia da República (Assembly of the Republic) and published in Diário da República (Official Journal) on 31 December (Law no. 82-A/2014https://www.anacom.pt/render.jsp?contentId=1343267), form part of Portugal's strategy of fiscal consolidation, of rigour in public finances and the development of Portuguese society and its economy, presented in the Programme of the XIX Constitutional Government and in the 2012-2015 Major Planning Options.

Note is made of option five of the 2015 Major Planning Options - The challenge of the future: priority sector measures, consumer protection (paragraph 5.1.5), revision of the legal framework governing complaint books, and creation of the electronic complaint book, which will enable faster and more effective responses to consumer communications.

Among measures for innovation, entrepreneurship and R&D (5.1.2.3), there are plans to strengthen Portugal's Agenda Digital Nacional (National Digital Agenda) and respond to the priorities and objectives of the European Digital Agenda. The aim is to derive maximum benefit from next generation broadband infrastructure through the development of content and exportable services in e-government, e-health, e-learning, e-culture or e-justice, creating value for business and making the Portuguese economy more competitive.

The 2015 Lei do Orçamento do Estado (State Budget Law), also approved by Parliament and published in the Official Journal of 31 December (Law no. 82-B/2014https://www.anacom.pt/render.jsp?contentId=1343270), enacts legislative changes with sector impact affecting:

  • Lei das Comunicações Eletrónicas (Electronic Communications Lawhttps://www.anacom.pt/render.jsp?categoryId=333114), amending Article 106 (fees for rights of way);
  • Decree-Law no. 123/2009 of 21 Mayhttps://www.anacom.pt/render.jsp?contentId=975261 (as amended and republished by Law no. 47/2013 of 10 July) amending articles 12 and 13 and repealing paragraph 2 of article 19 and article 34; and
  • Decree-Law no. 151-A/2000 of 20 Julyhttps://www.anacom.pt/render.jsp?contentId=976037, as currently worded, amending article 19.
