By Resolution of the Council of Ministers no. 7-B/2015, published on 20 February (Resolução do Conselho de Ministros n.º 7-B/2015https://www.anacom.pt/render.jsp?contentId=1347671) the Government of Portugal has decided to contract universal service provision of a comprehensive telephone directory and of a comprehensive telephone directory enquiries service, using the pre-contractual tendering procedure, with publication in the Official Journal of the European Union (OJEU).
Following publication of Administrative Rule no. 50-A/2015 of 25 February, which approves the Tender Schedule and Specifications in respect of the public tender for the selection of the undertaking to be designated for the universal service provision of a comprehensive telephone directory and of a comprehensive telephone directory enquiries service, information is being made available, with the agreement of the Ministry of Economy, as is deemed relevant to ensure that potential bidders have access to the data considered necessary for participation in the above procedure.
ANACOM makes it clear that the information as now disclosed has been defined to ensure a balance between the need to protect the rights of the current provider of this universal service provision (particularly in terms of business confidentiality) and the need to provide for equal treatment of all potential bidders, giving bidders access to the data they need to be able to compete.
The published information was made available in full by the current universal service provider (MEO - Serviços de Comunicações e Multimédia) and is organised according to the two services that make up this component of universal service: (i) provision of a comprehensive telephone directory; and (ii) provision of a comprehensive telephone directory enquiries service.
The components of this tender are available free of charge via the www.compraspublicas.com https://www.compraspublicas.com/ electronic platform and are also available for consultation at the public attendance service at ANACOM's head office, situated at Av. José Malhoa no. 12, Lisbon, on working days between 9:00 am and 4:00 pm, until the expiry of the deadlines for the submission of tenders.
Proposals may be submitted using the www.compraspublicas.comhttps://www.compraspublicas.com/ electronic platform no later than 11:59 p.m. on 7 April 2015.
