50th meeting of the Radio Spectrum Committee - Brussels


The 50th meeting of the Radio Spectrum Committee (RSC) was held on 9 December 2014 in Brussels.

The following stand out among the issues discussed:

  • Spectrum inventory:

The European Commission (EC) presented a document which describes actions already completed and considering different steps to take in order to achieve the main conclusions of the report to the European Parliament (EP) and to the Council about the spectrum inventory. The report, based on information and data currently available for the EC, was presented to the working group (WG) of the 6 November Council and to the Radio Spectrum Policy Group (RSPG) meeting on 12 November.

The RSPG’s position is available for consultation at RSPG response to the Commission Report on the Radio Spectrum Inventory http://rspg-spectrum.eu/wp-content/uploads/2013/05/RSPG14-587-RSPG-Response-Spectrum-Inventory.pdf.

In 2015 the EC will hold a workshop on inventory and move forward with a first draft mandate to CEPT regarding the 2.7-2.9 GHz band.
As for work to be done in the 3.8-4.2 GHz band, the EC will wait until the end of the 2015 World Radiocommunication Conference (WRC-15) before going ahead with a new mandate.

  • Unpaired bands in 2 GHz:

The EC began discussion and consideration of a first draft legislative text, with a view to an execution decision on use of the unpaired 2 GHz band. The matter will be taken up again at upcoming meetings.

  • 1.5 GHz band:

Based on the results of CEPT Report 54 and in accordance with the Spectrum decision’s provisions, the EC services proposed for discussion a draft execution decision on harmonised non-exclusive use of the 1452-1492 MHz band for terrestrial systems able to supply electronic communication services, which will help achieve the radio spectrum policy programme (RSPP) goal for wireless broadband by 2015.

The EC was to adjust this proposal, taking into account comments received at the meeting, so it can be approved at the next one.
The next meeting was scheduled for 18-19 March 2015 in Brussels.
