European Telephony Numbering Space (ETNS) - ECTRA/DEC(99)04

ANACOM adopted CEPT/ECTRA Decision, of 2 December 1999, on European Telephony Numbering Space (ETNS) Conventions - ECTRA /DEC (99)04, of the European Conference of Postal and Telecommunications Administrations  (CEPT), in its version dated 12 January 2001, which reflected the decisions taken at the International Telecommunications Union (ITU), namely the change of code ?388? into ?3883?.

Code ?3883? complies with the above-mentioned ETNS conventions, adopted by ECTRA , which establish a set of rules related to the management and use of ETNS numbers. ETNS, as referred to, is a numbering space created for Europe, beside to the one that currently exists on numbering space for each country, which objective is to supply Pan European communication services.

ETNS conventions in force were approved through ECTRA /DEC 99(04) CEPT Decision, published in the European Radiocommunications Office (ERO) site. However, taking into account, namely, the changes that took place in the structure of the Electronic Communications Committee (ECC) and the obligations arising out of the transposition of the new regulatory framework, the ECTRA /DEC (99)04 Decision currently in force was already revised, its revocation being expected after its approval by the ECC .

The main changes to the ETNS conventions currently in force foresee the following aspects:

  • The ETNS Administrator function is transferred to the Numbering, Naming and Addressing Working Group of ECC ;
  • A better description of the Appeal Body, now referred to as Revision Body, and its assigning to the ECC Plenary;
  • The delegation of the several Countries to which the ?3883? code was allocated by ITU-T of the administrative responsibility for the ETNS to  CEPT/ECC ;
  • The definition of the procedures associated with the designation, change and recovery of the European Service Identity (is part of the ETNS number) has been specified in more detail;
  • Procedures for allocation, recovery and portability of ETNS numbers;
  • The possibility for the ETNS Administrator and Registrar to impose sanctions whenever the conventions are violated;
  • The specification of emergency procedures for deactivations of ETNS numbers.
