European Commission workshop on revision of the Termination Rates Recommendation - Brussels


A European Commission (EC) workshop held on 15 March 2016 counted the participation of various bodies, including regulators, operators and operator associations; ANACOM was also represented. The EC’s consultants (TERA Consultants) presented preliminary conclusions regarding the evaluation of the Recommendation on Fixed and Mobile Termination Rates. In that regard, TERA evaluated the extent of implementation of the recommendation, gauged its potential impact on fixed and mobile markets in the European Union and identified cost parameters that may require more harmonisation.

The workshop brought to light differences between countries that have implemented the recommendation and those that have not. Termination rates in the latter remain higher, generating financial imbalances between different groups of countries.

Regarding costing models, especially mobile costing models, various specific recommendations were presented, namely involving network topology and technology, demand estimation, geo-types, depreciation and operational costs, with a view to better harmonising their implementation. With respect to fixed costing models, the recommendations presented only concerned commercial costs, costs with gateways and with the IP multimedia subsystem.
