53rd meeting of Technical Committee 210 - Stockholm

The 53rd meeting of Technical Committee 210 (TC210) of CENELEC was held last 24-25 May in Stockholm, where the following topics were considered:

  • The list of harmonised standards according to the new EMC Directive (2014/30/EU) contains omissions (such as, for example, EN55014-2 and EN55013). An ad hoc group was set up to screen the standards concerning electromagnetic compatibility (EMC) to propose for citation in the Official Journal of the European Union;
  • EN55020 will most likely be listed in the scope of the RED Directive, given the painful change for industry that the new CISPR35/EN55035 represents and which will be the reason for a very lengthy transition period;
  • Given that the RED Directive (2014/53/EU) is applied in the case of radio equipment installed on board vehicles, a decision was made to produce an amendment for EN50498;
  • After discussion of various proposed ZZ annexes for the so-called combined equipment (combination in one single equipment of radio and non-radio equipment), a decision was made to set up a group to discuss how this annex should be structured, overseen by the EMC consultant;
  • A decision was made to set up an ad hoc group coordinated by the European Telecommunications Standards Institute and BT/WG10 of CEN/CENELEC to determine the principles for drawing up the list of CEM standards potentially within the RED scope;
  • A decision was made to set up a joint group with ETSI for standardisation of wireless power transfers;
  • Given that the current EMC standards for powerline communications (PLC) (EN50561-1, -2 and -3) only consider SISO (single input, single output) technology, a decision was made to produce two amendments, one modifying normative references and the other excluding MIMO (multiple input, multiple output) technology, which will be considered in a new PLC standard, EN50561-4. These amendments annul the possibility of negative vote that a new edition would be subject to;
  • As a consequence of the negative vote on standard EN50561-2, a decision was made to include the comments received before submitting it again to public inquiry;
  • A decision was made to wait for the result of the discussion under way in CISPR/F with respect to the so-called 80/80 rule (which will be kept) and its hypothetical regulatory impacts;
  • EMC in the 2 kHz and 150 kHz band is still a cause for concern, given the need to reconcile the noise levels produced with tolerable noise levels in the scope of so-called smart grids and taking into account powerline telecommunications.

The next meeting will be held in Brussels this coming 14-15 December. The next is scheduled for 9-10 May 2017 in Copenhagen.
