The working groups (WGs) of the Radio Spectrum Policy Group (RSPG) and the Digital Single Market (DSM) Strategy for Europe met last 28 September in Brussels. The WG of the RSPG, co-chaired by the Agence Nationale de Fréquences (ANFR) of France and by the National Media and Infocommunications Authority (NMHH) of Hungary, is in charge of accompanying the review of the new regulatory framework. The WG DSM Strategy for Europe, chaired by the Bundesnetzagentur (BNetzA) of Germany, the Office of Communications (Ofcom) of the United Kingdom and the Ministry of Digital Affairs of Poland aims to implement measures identified by the RSPG which sustain the digital single market, such as the peer review tool for the processes of allocating spectrum in the various member states.
The RSPG meeting was mainly devoted to clearing up doubts about European Commission (EC) proposals regarding the regulatory framework review. At its next meeting this group will again focus on the regulatory package, but this time the questions should be sent to the EC beforehand.
As for the DSM Strategy for Europe meeting, significant progress was notably made in preparation of the peer review process. At this meeting, and based on the contributions from the Netherlands, Germany and Portugal, a systemised list of information to share on frequency allocation in each country was finalised. Regarding the platform that will support the peer review, the EC presented three options; the one chosen will enable the project test phase to begin almost immediately. A pilot peer review should thus be ready in late October, which is an indication that it will be possible to achieve the goal set by the RSPG of having the tool operational by the end of 2016.
The next meeting of both RSPG WGs has been scheduled for 25 October in Budapest.
