WG Framework Review meeting - Paris


Paris hosted last 21 November the third meeting of the RSPG working group on Framework Review (WG FWR). The group, co-chaired by France’s Agence Nationale des Fréquences and Hungary’s National Media and Infocommunications Authority, is responsible for accompanying the review of the new regulatory framework.

The session’s participants included representatives of the European Commission (EC) and delegates from ten member states, including Portugal (represented by ANACOM).

During this meeting WG FWR continued the work of explaining the code proposal to the EC representatives. The questions responded to particularly focused on the following:

  • definitions (for example, of NRA, licence-exempt, general authorisation and harmonised spectrum) and scope of the code, highlighting that the Commission’s proposal is likely to generate uncertainty;
  • underlying reasons for expanding the EC’s powers in spectrum matters;
  • motivation for the proposed peer review procedure;
  • the code’s suitability for dealing with specific matters such as small cells.

Besides these explanations, the group began discussions with a view to drawing up the RSPG’s position on the regulatory framework review with respect to radio spectrum. This proposal should be submitted to the RSPG plenary meeting scheduled for February 2017 (as requested by same).

The next WG FWR meeting was scheduled for 13 January in Brussels.
