NN EWG meeting - October 2017


Brussels hosted last 17 October a meeting of the BEREC expert working group on Net Neutrality (NN EWG), co-chaired by the Norwegian Communications Authority (Norway) and the Authority for Consumers and Markets (Netherlands).

The meeting’s main agenda points were the presentation and discussion of two documents currently being prepared by NN EWG, in particular:

  • report portraying the current situation regarding implementation of (EU) Regulation no. 2015/2120 of the European Parliament and of the Council of 25 November 2015, with respect to net neutrality questions, identifying some specific cases of situations that some national regulatory authorities (NRAs) have analysed in that regard;
  • report considering tools at the disposal of NRAs to be applied with a view to gauging contract-related, commercial and technical practices introduced by internet service providers, suggesting a questionnaire that can be used by NRAs to gather information about such practices in the scope of net neutrality.

The meeting also included the presentation and discussion of several net neutrality cases reported by some NRAs, particularly offerings with characteristics that could be framed in the scope of zero-rating offers. Also discussed was the working plan for 2018.
