Study on further extension of the offer of digital terrestrial television (DTT) programme services

Pursuant to Law no. 33/2016https://www.anacom.pt/render.jsp?contentId=1394191 of 24 August of the Assembleia da República (Assembly of the Republic), subsequently amended by Law no. 2/2017https://www.anacom.pt/render.jsp?contentId=1407775 of 16 January, the "Study on the further expansion of the provision of digital terrestrial television (DTT) programme services", which was conducted, following selection by a public tender, by Leadership Business Consulting in partnership with LS Telcom and DLA Pipper.

The study provides an overall analysis of DTT in Portugal, laying out a set of future models for its development, based on analysis and learning from the national context, and also by identifying lessons learned and best practices from other European countries.

The main objectives of the study are:

  • To characterise DTT as a technology for the provision of audiovisual content, identifying, in an evolutionary perspective, its advantages and disadvantages compared to competing platforms;
  • To reflect - from a perspective of universal access to culture and information, strengthening the values of freedom of expression, pluralism and diversity, defence of language, promotion of citizenship and social cohesion – on the social value of using the radio spectrum, either through the distribution of audiovisual content or through the provision of other information society services;
  • Conduct an international comparative study of DTT offers and competing platforms, including business models, principal market segments, value propositions, quality of service and regulatory framework, identifying, from the perspective of the social gains achieved, the factors of success and the fragilities of the models adopted;
  • To survey the current situation of DTT in Portugal, identifying the causes for the relative failure of the operation and identifying cases of added value;
  • Identify the critical success factors of DTT in light of the current audiovisual value chain;
  • To set out and evaluate the business potential of DTT in Portugal and possible DTT models for Portugal, identifying their social, economic and regulatory impacts, taking into account, from a social point of view and among other aspects considered relevant, the potential of models for combating info-exclusion, their capacity to guarantee citizens free access to audiovisual content, minimizing the costs of technological transition for the viewer, ensuring a supply of diversified content targeted at the real needs of the public at a national, regional and local level, and promoting real consumer choice in light of competition practices;
  • To evaluate and assess the business potential of DTT in Portugal, and also to consider the economic impact of possible models in the Portuguese advertising market, estimating the potential impact of a DTT network on the Portuguese audiovisual market and on the practices of the competing platforms;
  • To examine the need to change the existing regulatory framework.
