29th plenary meeting - Bucharest

The 29th plenary session of the European Committee for Postal Regulation (CERP) was held on 20-21 November in Bucharest, Romania, where the next Universal Postal Union (UPU) congress will be held between 15 September and 5 October 2004.

The plenary session discussed issues related to the European regulatory framework, specifically concerning transposition of the Postal Directive, postal service negotiations on the General Agreement on Trade in Services (GATS) of the World Trade Organisation (WTO), the VAT Directive and the May 2004 enlargement of the European Union to include 10 new States. Aspects related to preparation of the 23rd UPU Congress were also reviewed, as well as already available proposals and documentation envisaging analysis and co-ordination of European countries vis-à-vis same.

The working groups on UPU Issues, Regulatory Issues, Economic Issues and Standardisation, as well as the CERP/European Parliament and CERP/European Commission Contact Committees and the CERP Management Committee, reported the latest developments in their work to the plenary session. Information of a regulatory nature was also exchanged between the member countries, who were asked to proceed with updating that Committee's compendium, available at the website of the European Committee for Postal Regulation.

Lastly, a reflection on the role and structure of CERP was undertaken. The Management Committee should present proposals on reorganisation for the next plenary session, to be held in 2004.
