75th meeting of SRD/MG of WG FM - December 2018


The 75th meeting of SRD/MG1 took place on 19-21 December 2018 in Copenhagen, chaired by Thomas Weber of the ECO2.

Proposals to revise the following annexes of Recommendation ERC 70-03 were made at this meeting:

  • Annex 1 (non-specific short-range devices);
  • Annex 2 (tracking, tracing and data acquisition);
  • Annex 3 (wideband data transmission systems);
  • Annex 6 (radio determination applications);
  • Annex 11 (radio frequency identification applications).

Proposals were also made to revise the main body of REC ERC 70-03. The proposals for revision of the main body and of the afore-mentioned annexes to REC ERC-03 will be considered at the 93rd WG FM meeting (February 2019) so they can be adopted for public consultation.

Annexes 3, 5 (transport and traffic telematics (TTT)), 9 (inductive applications) and 10 (radio microphone applications including assistive listening devices (ALD), wireless audio and multimedia streaming systems) of REC ERC 70-03 were under public consultation. They had been approved for public consultation at the 92nd WG FM meeting (September 2018), up to 28 November 2018. The comments received were all resolved; the documents will be submitted to the 93rd WG FM meeting (February 2019) so they can be approved and published.

Draft CEPT Report 70 in response to the EC Permanent Mandate on the annual update of the technical annex of the Commission Decision on technical harmonisation of radio spectrum for use by short range devices was under public consultation. This is CEPT’s seventh response to the permanent EC mandate on SRDs, which contains proposals to update the Commission Decision on SRDs. The public consultation approved at the 49th ECC meeting (October 2018) ran until 7 December 2018. The comments were all resolved; the document will be submitted to the 93rd WG FM meeting (February 2019) so it can be approved and forwarded to the 50th ECC meeting (March 2019) for final approval and publication.

Draft CEPT Report 71 on the Report from CEPT to the European Commission in response to the Mandate to study the extension of the Intelligent Transport Systems (ITS) safety-related band at 5.9 GHz was under public consultation. That consultation had been approved at the 49th ECC meeting (October 2018) and ran until 7 December 2018, receiving various comments. Because the Spectrum Engineering working group (SE24) did not finish resolving the comments to Draft ECC Report 290 on studies to examine the applicability of ECC Reports 101 and 228 for various ITS technologies under EC Mandate (RSCOM 17-26Rev.3), which impacts CEPT Report 71, the comments’ resolution will have to be completed by SRD/MG before the next WG FM meeting.

The proposals to revise ECC Decision (06)04 on harmonised conditions for devices using ultra-wideband (UWB) technology in bands below 10.6 GHz and ECC Decision (07)01 on specific material sensing devices using ultra-wideband (UWB) technology were approved for public consultation at the 92nd WG FM meeting (September 2018), up to 28 November 2018. No comments were received during the public consultation. The proposals to revise ECC Decisions (06)04 and (07)01 will thus be submitted to the 93rd WG FM meeting (February 2019) for approval and publication.

A proposal was made to revise the wording of ECC Decision (05/02) on a harmonised frequency plan for use of the band 169.4-169.8125 MHz, which will be submitted to the 93rd WG FM meeting (February 2019) for approval and publication.

A proposal was made to amend ECC Decision (11)02 on industrial level probing radars (LPR) operating in frequency bands 6-8.5 GHz, 24.05-26.5 GHz, 57-64 GHz and 75-85 GHz, with a view to authorising another type of antenna orientations for such radars, though only in the 75-85 GHz band. SRD/MG considered that there was no need to carry out compatibility studies; the proposal to revise the decision will thus be submitted to the 93rd WG FM meeting (February 2019) so it can be approved for public consultation.

Based on CEPT Report 70, a proposal has been made to revise ECC Decision (09)01 on harmonised use of the 63-64 GHz frequency band for intelligent transport systems (ITS), specifically so that the band available for ITS shifts to being 63.72-65.88 GHz instead of 63-64 GHz, nevertheless maintaining the possibility that ITS in 63-64 GH placed on the market before 1 January 2020 can continue to operate, respecting the regulatory solution. The proposed revision of the decision will be submitted to the 93rd WG FM meeting (February 2019) so it can be approved for public consultation.
