9th meeting of CPG PTB - July 2019


The 9th meeting of project team B (PTB) of the CPG took place last 22-25 July in Kristiansand, Norway, chaired by Stephen Limb from the United Kingdom’s administration and attended by 56 delegates from a total of 15 administrations along with representatives from the Radiocommunication Bureau (BR) of the International Telecommunication Union (ITU), the European Communications Office (ECO), regional organisations and satellite operators.

The participants approved updates to the briefs (documents serving as technical support for drawing up and justifying European common proposals – ECPs) for most of the items under this group’s responsibility as well as several draft ECPs.

There is notably a consolidated CEPT position regarding item 1.5 on use of the 27.5-29.5 GHz (up) and 17.7-19.7 GHz (down) bands by earth stations in motion (ESIMs) communicating with geostationary satellites of fixed satellite service (FSS) and on questions C (regarding various aspects about which there is consensus in the ITU Radiocommunication Sector (ITU-R) and a single solution was identified), questions E (on the resolution associated to RR appendix 30B), questions F (on measures to facilitate the entry of new assignments in the list from appendix 30B of the Radio Regulations (RR)), questions I (on modification of the regulatory procedure for non-geostationary orbit (NGSO) satellite systems with short missions), questions J (on modification of section 1 of annex 1 of appendix 30 on power flux limits (PFD)), item 7 and question 9.2 concerning problems or inconsistencies found in the BR’s application. All corresponding ECPs will be submitted to the CPG for final adoption.

Also, there are still different viewpoints within CEPT about some agenda items and questions, specifically in the scope of item 1.6 on the regulatory framework for NGSOs in the Q/V bands, question A of item 7 on the entry into service (bringing into use – BiU) date, frequency assignments for NGSO systems subject to coordination, and question 9.1.9 on spectrum requisites and possible allocation of the 51.4-52.4 GHz band for FSS (up). All these questions will finally be discussed at the next CPG meeting, scheduled for 26-30 August in Ankara, Turkey.
