UPAEP Consultative and Executive Council - November 2019


The headquarters of the Postal Union of the Americas, Spain and Portugal (UPAEP) in Montevideo, Uruguay, hosted last 18-21 November the annual session of the Consultative and Executive Council (CEC), preceded by a technical cooperation seminar organised in the scope of activities of the working group on Technical Cooperation, and by a forum on “Challenges of the Present”, dedicated to e-commerce and the close relationship between this activity and the postal sector.

The Union’s financial matters, activities carried out last year by it various working groups and particularly activities involving technical cooperation, its main focus, were the main agenda items.

Along with them, the CEC also debated the aftermath of the third Extraordinary Conference of the Universal Postal Union (UPU), of which the UPAEP is a restricted union, and the work preparing for the UPU’s 27th congress, due to be held in Abidjan, Côte d’Ivoire, in August 2020. One of the Council’s decisions was to reactivate a working group on regional preparation for the UPU Congress; in previous years it was headed by Portugal, which will likewise participate this time.

Also regarding the next UPU congress, the UPAEP took the unprecedented step of gathering the five candidates for the elected positions in the UPU International Bureau at this CEC session. The following candidacies were presented: Marcela Maron of Argentina, Younouss Djibrine of Cameroon and Marjan Osvald of Slovenia, for the post of deputy director; and Masahiko Metoki of Japan and Pascal Clivaz of Switzerland, for the post of director general.

The 2020 session of the CEC will be held on 23-27 November 2020, after the 27th UPU Congress. It will be the last session before the 24th UPAEP Congress to be held in 2021 in Curaçao.
