The 31st CERP Plenary session was held in Vilnius, Lithuania, on 25-26 November.
Highlights of the agenda were:
- the report from the CERP/ European Commission Contact Committee;
- the report from the 5 September CEPT plenary session in Berne;
- the Bucharest Congress of the UPU (evaluation, decisions and resolutions approved and relations with PostEurop);
- the report from the CERP working groups (Regulatory Issues, Standardisation, Economic Issues and UPU Issues);
- current regulatory situation (postal directive, preliminary version of the VAT directive, WTO-GATS, among others);
- reorganisation of CERP;
- exchange of information between regulators/ ministries.
A presentation on network access was also given, and the first steps were taken for the election of the CERP chairperson and vice-chairs (at the June 2005 Munich plenary session), with the designation of an ''Elections Committee''.
