The V CPLP Technical Telecommunications Meeting


The V Technical Telecommunications Meeting of the Community of Portuguese-speaking Countries (CPLP) took place in Cidade da Praia, Cape Verde, on 10 and 11 July 2008. The subject of the meeting was ''Prospects for regulating the CPLP area'' and it was attended by Alberto Souto de Miranda and Eduardo Cardadeiro, both members of ANACOM's Board of Directors, along with other members of ANACOM's staff.

The meeting included three panels: (i) Current situation of the telecommunications sector in CPLP countries, (ii) New perspectives for communications, which addressed topics such as Digital Terrestrial Television (DTT), next generation networks, broadband, the management of spectrum and universal service surveillance; and (iii) Cooperation and Institutional Affairs, including matters related to the creation of a Communications Regulators Association for the CPLP area, the International Telecommunication Union (ITU) Centre of Excellence for Portuguese speaking African countries, the XXXII session of the Assembly of the Parties of the ITSO and the ITU's World Telecommunication Standardization Assembly (WTSA-08).

The plan to create the Communications Regulators Association for the CPLP area and the ITU Centre of Excellence for the Portuguese-speaking African countries will enable the sharing of experiences between the various regulators and the strengthening of cooperation between the countries involved. Portugal is lending support to these initiatives, especially with respect to setting up the ITU Centre of Excellence, not only through financial contributions but also by providing trainers.

Note should also be made of the presentation made by the Chairman of ANACOM, Jose Amado da Silva, in the panel on the current situation of the telecommunications sector, directly from Lisbon by video link. This also helped raise awareness among participants as to the potential use of this technology.


These technical telecommunications meetings provide for the exchange of experience and the analysis of results obtained in the various countries of the Community, with the objective of encouraging the development of telecommunications and its application in different areas of development.
