ANACOM has published the text of the speech made by its Vice-Chairman, Alberto Souto de Miranda, made on 9 October 2009 at Convento da Arrábida in Setúbal during the Arrábida Forum, organised by APDSI - Associação para a Promoção e Desenvolvimento da Sociedade da Informação (Association for the Promotion and Development of the Information Society).
