41st plenary meeting - Monaco


The 41st plenary meeting of CEPT's European Committee for Postal Regulation (CERP) was held last 18-20 November in Monaco.

Besides approving the activity reports from all CERP working groups and project teams, the session was also informed of latest developments in the process of evaluating the Committee's framework approved at the Athens plenary meeting in October 2008. The procedure was approved for preparing a questionnaire that should be distributed by the member countries so that the respective conclusions can be presented at the next plenary meeting.

As usual, the CERP gathering was attended by representatives from the Universal Postal Union (UPU) and European Commission, who respectively presented main results of the UPU Council of Administration’s annual session and the European countries’ current situation regarding transposition of the Postal Directive.

The plenary meeting also considered holding two forums, one on ''Duties and Responsibilities of National Regulatory Authorities in a Liberalised Postal Market'' and another on the question ''Is It Necessary to Measure Quality of Service in a Liberalised Environment? If Yes: what should be measured and by whom?''.
 
The next CERP plenary meeting is scheduled for 5-7 May 2010 in Krakow, Poland. Due to a lack of candidates, Germany, host of the autumn 2010 plenary meeting and current holder of the CERP Presidency, may hold that plenary meeting in a simplified format (one-day meeting, no forums).
