Reorganisation of the services of ICP-ANACOM


In February 2007, the Board of Directors approved a programme of internal restructuring whereby, in addition to other adjustments made to existing Directorates, three new offices were created focusing on the provision of advice to the Board of Directors (CA), as well as the Information Technologies and Systems Directorate.

The new areas in support of Board have very slim and flexible structures and, in coordination with the remaining structure of the organisation, they are focused on providing advice to the Board and not on the operational activity of the Authority.

In this context, the Communications Security Office (GSC) was set up with the mission of ensuring the exercise of the remit conferred upon ICP-ANACOM with respect to security and emergency communications.
Its remit includes the promotion of articulation between internal security and civil protection policies, civil emergency planning, promotion of the protection of consumer interests in the fields of security and emergency communications and electronic commerce, promotion of coordination and cooperation with other public and private entities, as well as with related authorities of foreign countries.

The Studies and Forecasting Office (GEP) was also created, whose mission is to conduct and promote studies, and in addition to follow the evolution of knowledge in the area of regulation. Accordingly, and in close cooperation with the other offices and directorates of ICP-ANACOM, it makes a contribution to the solution of identified and anticipated problems.
One of the tasks of this office is to promote the conclusion of protocols and cooperation agreements with institutions of scientific research on a national and international basis, or with other entities for the creation and dissemination of knowledge.

The Competency Management Office (GGC) was created with the mission of advising the Board of Directors on the management of ANACOM's human resources from the point of view of their development and motivation, seeking that the profiles of the organisation's functions and the competency of the personnel who perform them are always suitably matched.
Its tasks include the formulation of training plans and their implementation, coordination of performance evaluation procedures, staff satisfaction and the provision of support to the Board of Directors with respect to remuneration policies.
