13.10. Amateur and amateur satellite services


As part of its management of the amateur and amateur-satellite service, in 2012, ICP-ANACOM continued with the consolidation of the procedures set out in Decree-Law no. 53/2009 of 2 March, with emphasis on the development of the following activities:

  • Functional specification of the GSE-SAAS project, which provides data for internal analysis and possible external release of information on amateur and amateur satellite services, including of amateur aptitude tests, geographical distribution, billing by age group and evolution of amateur categories.
     
  • Functional Specification for improvement of electronic and interactive forms in the online services area reserved for users of the amateur service and amateur-satellite services.
     
  • Functional specification for the development of an area to search amateur and amateur satellite data, especially data on common use station licences - associations, individual amateur stations and temporary call signs.
     
  • Licensing of common use stations (which increased to around 100) concerning Simple fixed network connections and amateur television, introducing new analogue repeaters in the 50-52 MHz band, television repeater (SSTV), APRS and PACKET data repeaters.
     
  • Continuation of the process to adapt the existing regulatory framework, revision of Decree-Law no. 53/2009 and amateur service procedures.

At an operational level, 1,354 requests were received in 2012: 1,160 in Mainland Portugal, 133 in the Azores and 61 in Madeira. 1,313 requests were processed and completed: 1,117 in Mainland Portugal, 134 in the Azores and 62 in Madeira, which represents an average processing rate of 96%. The average time taken to process these requests was seven days.

In addition, 14 authorisations were issued to conduct ionospheric propagation testing in the 5 MHz band.
