2. Protection of consumer and user rights and guaranteeing a universal product (2nd strategic area of action in ICP's Plan of Activities)


In 2001, the ICP played an active role in the defence of consumers' rights and guaranteed a universal service, so that it could guarantee that the communications policy social and economic objectives are complementary. 

In terms of guaranteeing a universal service, ICP inspected the universal service obligations of PT Comunicações and CTT - Correios de Portugal. That is, ICP made sure they provided certain services, with a certain level of quality and reasonable prices, regardless of the location, social or economic conditions of the consumer, or special needs of senior citizens, the disabled or other.
