The new statutes of the ICP - Autoridade Nacional de Comunicações (ICP - ANACOM), published as an annex to Decree-Law no. 309/2001 of 7 December, took force on 6 January 2002. Article 37, line b) of same determines that it is incumbent upon the Advisory Council to provide an opinion on "the annual activities report" of ICP - ANACOM.
Although the new Advisory Council had not yet been formed at the end of the first quarter of 2002, and despite the above provision, a decision was made to go ahead with publication of the 2001 Report and Accounts, thus fulfilling the corresponding obligation of ICP - ANACOM.
