2.7 Price Evolution

Relatively to evolution of the prices of priority mail services (?Priority mail?) and non priority (?non-priority mail?) provided by CTT ? Correios de Portugal, S.A., between 1989 and 2002, it is noticed the following: (i) set of prices of priority mail and non-priority mail decreased 5.1% in real terms, between 1992 and 2002; (ii) the average price of non-priority mail decreased 10,3% in real terms, between 1989 and 2002 and 3,6% between 1992 and 2002; (iii) the average price of priority mail decreased 23,2%% in real terms, between 1992 and 2002.

Comparing the national and international base tariffs (tariffs of normalized letters weighting up to 20gr) exercised in 2002 on the European Union (UE) countries, it is noted the following:

- The values of national and international base tariffs exercised in Portugal are lower than the average of the U.E.24https://www.anacom.pt/render.jsp?contentId=55153;

- On the national service, Portugal has for the non-priority mail service, significantly lower prices than the average European prices (-31,9%)25https://www.anacom.pt/render.jsp?contentId=55154. Concerning the priority mail service the prices exercised, although being lower as well, are much near the European average (-7,9%)26https://www.anacom.pt/render.jsp?contentId=55155.

- For international service, the prices exercised in Portugal for the non-priority mail service are lower than the communitarian average in 1,0%, being the most expressive deviations under Other European Countries (-6,1%) and Rest of the World (-13,3%) segments.

In general terms and based on information of the cost accounting system of CTT, the granted service rendered for the period 2001 and 2002 was deficient.
