Telecommunications networks and information systems are an essential factor in economic and social development. However, being made up of many individual networks, the resilience of public communications networks has both strengths and weaknesses depending on the approaches implemented.

This report is produced by the virtual working group set up by ENISA with the goal of finding ways to overcome the barriers of the past and achieve higher levels of resilience and comprising members of leading European providers of networks. Identifying challenges to be overcome and measures to address them, this work is of potential interest to all network providers who are looking to improving the resilience of their infrastructure. In addition, it enables the various authorities involved with this issue to better understand the approach to resilience being followed by the industry, the capabilities of network providers and the need for collaboration to increase resilience.
