2nd meeting of RSPG working group on the Digital Dividend - Dublin


The second meeting of the Radio Spectrum Policy Group (RSPG) working group on the Digital Dividend was held last 25 March in Dublin, chaired by Mike Byrne (Ireland), whose first task will be to respond to two of the four questions associated to the digital dividend identified in the 2010 RSPG work plan.

Contrary to initial plans, a decision was made that it would be more efficient for just one document to respond to the two questions, concerning:

  1. The development of a strategy to increase both spectrum efficiency and spectrum use;
  2. Evaluation of the need to develop an effective process backed by the Commission to encourage and help member States’ efforts to co-ordinate frequencies with non-European countries and to prevent harmful interference in border areas.

Given that the last RSPG meeting decided that there will henceforth be only two document types, Opinions and Reports, with the major difference that Opinions make recommendations, this document, which was to have been a Position Document, will instead be a Report which makes observations. It was updated at this meeting, based on the contributions received.

The next meeting is scheduled for this 19 May, when the Report will be completed.
