Commission Communication on radio spectrum

The European Commission (EC) adopted a Communication on 13 November on a common approach to the use of the spectrum released by the digital switchover in the European Union (EU).

The EC concludes that the introduction of digital television is a unique opportunity to strengthen industry in the areas of mobile communications and television broadcasting, and that could result in a significant contribution to the Lisbon Agenda, especially with regard to competition and economic growth. The benefits associated with this opportunity can only be realised with the cooperation of all EU Member States and of all those involved in the digital television switchover process, which is due for conclusion by 2012. The EC will subsequently prepare measures needed for the coordination of common EU spectrum bands. Meanwhile the European Parliament and the Council have been invited to debate the common approach that the Commission has set out in this communication.
