Conclusions of ANATEL-ANACOM meeting


The 11th meeting of ANACOM-ANATEL (Portugal's Autoridade Nacional de Comunicações and Brazil's Agência Nacional de Telecomunicações) coordination committee, which function within the scope of the current cooperation protocol, was held between 15 and 17 October in Natal, Brazil.

Both regulators presented the principle measures adopted since the last meeting (held in Estremoz, Portugal, in December 2006), as well their projects for 2007.

The main issues covered included:

  • Broadband, with ANACOM presenting the results of a survey carried out at the end of 2006 on broadband consumption by the residential consumer, and ANATEL identifying the need to update spectrum regulation for broadband systems;
     
  • The impact of technological convergence on regulation, with ANACOM reporting on the main conclusions of the Conference “Regulating Convergence - Converging Regulation'', which was held on 28 September 2007 in Lisbon, and the Brazilian regulator describing national legislation governing the provision of multiple services, principally in respect of the specifications for subscription television and broadcasting services;
     
  • Digital TV, with ANACOM reporting on the progress made in implementing this service in Portugal, identifying the various types of offers available as well as the process, currently underway, of introducing Digital Terrestrial Television (DTT) and the most recent developments in terms of the digital dividend, derived from the introduction of DTT and the consequent freeing up of spectrum. The Brazilian regulator presented the historical evolution of Digital TV implementation in Brazil and the criteria specified for the definition of the Basic Channel Plan and the timescale for the analogue/digital transition phase.

The coordination committee is due to meet again in Portugal during the second half of 2008, at a date and place to be decided.
