On 1 October 2007, ANACOM issued a declaration under the terms of the Electronic Communications Law (Law no. 5/2004, of 10 February) permitting CTT - Correios de Portugal to provide a mobile telephone service as a Mobile Virtual Network Operator (MVNO).
