Regulatory Scorecard 2009


The report of the European Competitive Telecommunications Association (ECTA) makes a comparison between the regulatory environment of the electronic communications sector in 19 Member States of the European Union (Austria, Belgium, Bulgaria, Denmark, Slovenia, Spain, Finland, France, Germany, Greece, the Netherlands, Hungary, Ireland, Italy, Poland, Portugal, United Kingdom, Czech Republic and Sweden), Norway, Switzerland and Turkey, putting Portugal in overall 9th place.

The analyzed data is derived from the responses of the national regulatory authorities (NRAs) and telecommunications companies associated with ECTA to a detailed questionnaire, grouped into five areas: overall institutional environment; key enablers for market entry and network roll out; the NRA's regulatory processes; application of regulation by the NRA; and regulatory and market outcomes.
