Regulation on monitoring and measuring intensity levels of electromagnetic fields


ANACOM Regulation no. 96-A/2007 (Diário da República, 2nd series of 29 May 2007) has been published, setting out the method for preparing and implementing plans for monitoring and measuring the intensity levels of electromagnetic fields produced by radiocommunications stations. This regulation was approved by ANACOM  under the respective statutes and under paragraph 2 or article 12 of Decree-Law no. 11/2003 of 18 January, with the Ministry of Health and Instituto do Ambiente (the Environment Institute) having been heard.

The method defined in the regulation applies to the plans for monitoring and measurement prepared by bodies which are qualified to install and use radiocommunications stations engaged in the provision of publically available electronic communication services.

The method adopted by the Regulation is valid until 2011. In the meantime, an assessment of this process is to be completed by the end of the first half of this year – this assessment will go on to form the basis for a new method for the following years.

The Regulation also contains a Transitory provision; under the terms of this provision it is set out that, without prejudice to the compliance of monitoring activities with the plans approved by ANACOM, the results to be presented in 2008 according to the provisions of article 5 may refer to monitoring carried out in 2004, 2005, 2006 and 2007, with express reference to this fact and provided that guarantee is given that the relevant technical parameters have not been altered in the meantime.
