Decree-Law number 92/2010, of 26 July, laying down principles and rules needed to simplify the free access and exercise of service activities, transposing Directive 2006/123/EC of the European Parliament and of the Council, of 12 December 2006.

This statutory instrument covers services which are performed for an economic consideration and which are offered or supplied on national territory, namely including postal services, audiotext services, message-based value added services and telecommunication set up services (ITED/ITUR).

On the other hand, electronic communications services and networks, and associated facilities and services, covered by legislation on electronic communications, as well as cinematographic, radio broadcasting and audiovisual activities, including television programme services and on-demand audiovisual services, whatever their mode of production, distribution and transmission, are explicitly excluded from the scope of this statutory instrument.

The Decree-Law enters into force on the first day of the third month following that of its publication.
