By determination of 1 September 2005, the report of the consultation made to fixed wireless access (FWA) operators, following a decision taken on14 December 2004, was approved, in the scope of which the contributions from the following entities were received, within the time limit set for the purpose: BRAGATEL, Novis Telecom, ONITELECOM - Infocomunicações, PT Comunicações, SGC Telecom (acting as representative for Jazztel Portugal, Serviços de Telecomunicações and WTS - Redes e Serviços de Telecomunicações) andVodafone Portugal.
This report presents an action plan which shall be implemented in two stages. In the first stage, having heard the companies holding FWA licenses, ANACOM intends to rescale spectrum usage rights according to the model resulting from Administrative Rule no. 1062/2004, as well as to the interest and need duly justified by companies. The allocation of such rights, which only comprises the spectrum currently allocated for maintenance purposes, depends on the presentation of certain elements.
In the second stage, in view of the available spectrum (for example, the spectrum released by companies that in the course of this process cease to be interested in certain areas) and of entities interested therein – which may be not only entities who already hold FWA frequency usage rights, but also entities who are not yet in the market -, ANACOM shall define its allocation method.
