Establishment of the European Regulators Group for Postal Services (ERGP)


By decision of the European Commission, of 10 August 2010, published on the following day in the Official Journal of the European Union (EU), the European Regulators Group for Postal Services (ERGP) was established, undertaking tasks such as to advise and assist the EC in consolidating the internal market for postal services and as to the consistent application in all Member States of the EU of the regulatory framework for postal services.

This EC decision represents the culmination of a process initiated on 22 January 2010, date on which the EC submitted to the chairman of the then European Regulators Group (ERG) - replaced in the meantime by the Body of European Regulators for Electronic Communications (BEREC) - a proposal for the establishment for a regulators group for postal services, and requested a meeting to discuss the matter. This meeting took place in Helsinki on 26 May 2010, jointly with the Independent Regulators Group (IRG), which focuses also on electronic communications. The Commission’s proposal was also put forward to the Postal Directive Committee, in its meeting of 22 March 2010.

At the Helsinki meeting, in addition to the support given to the establishment of ERGP, it was also decided to create an informal group to draw up the group’s draft rules of procedure and work programme. The final version of these documents, which shall be prepared by the Commission, shall be adopted at the ERGP inaugural meeting, scheduled for early 2011.
