Common European Proposals discussed at ITU's PP-10


As representative of the Portuguese Administration at the International Telecommunication Union (ITU), a specialist agency of the United Nations, ANACOM has signed the common European proposals (CEP) submitted for discussion in the context of the 2010 Plenipotentiary Conference (PP-10) which draws to a close today in Guadalajara (Mexico).

This second set of CEPs addresses the following issues:

  • CEP 7 (Audit Committee) - establishment of Audit Committee, in line with common practice of the United Nations;

  • CEP 8 (Non-alteration of the 10054 Convention) - non-alteration of the definition of Radiocommunications;

  • CEP 9 (Electronic meetings) - formulation of rules which enable and govern this type of meeting;

  • CEP 10 (Translation of Recommendations) - increasing possibility of translating ITU Recommendations into the organisation’s non-official languages;

  • CEP 11 (Strengthening the role of ITU in building confidence and security in the use of information and communication technologies) - amendment of Resolution 130;

  • CEP 12 (World and regional telecommunications/information and communication technology exhibitions and forums - Telecom) - review of the functioning of exhibitions and forums staged by ITU;

  • CEP 13 (2012-2015 Strategic Plan) - strengthening the competencies of the Council in verifying the application of the Strategic Plan;

  • CEP 14 (International Telecommunications Regulations - ITR) - supporting the staging of a World Conference (WCIT-12) for the revision of the International Telecommunications Regulation (ITR), addressing only issues already covered in the Regulation and not covering new matters;

  • CEP 15 (Strengthening protection of satellite telecommunications) - sets out to enhance protection of satellite telecommunications operations and the speed of response to problems.

These CEPs were adopted as part of the process of regional preparation for PP-10, an activity which is conducted in the Committee charged with European coordination with respect to participation in the activities of the ITU (Com-ITU) of the European Conference of Postal and Telecommunications Administrations (CEPT).
