Decree-Law number 131/2010, of 14 December, which introduces the mechanism of a notice for voluntary transparency, amends the invalidity regime of procedural steps for conclusion of administrative contracts, clarifies how rules laid down in the Public Procurement Code apply, introduces the 5th amendment to the Public Procurement Code, and transposes Directive 2007/66/EC of the European Parliament and of the Council of 11 December 2007, with regard to improving the effectiveness of review procedures concerning the award of public contracts.
