6th meeting of WG FM PT47 - Copenhagen


Copenhagen hosted last 2-3 December 2010 the sixth meeting of project team (PT) 47 of the Frequency Management working group (WG FM), chaired by Emmanuel Faussurier.

The main issues debated were specific UWB applications, mainly UWB LT2 (Location Tracking Type 2) systems, and the revision of Decisions ECC/DEC/(06)04 and ECC/DEC/(06)12 for generic UWB applications. Regulatory solutions are under study for the following specific UWB applications:

1. LAES (Location Tracking Application for Emergency Services) in the 3.4-4.8 GHz band;

2. LT2 (Location Tracking Applications Type 2)in the 3.4-4.8 GHz band;

3. LTA (Location Tracking and Sensor Applications for Automotive and Transportation Environments) in the 3.1-4.8 GHz and 6-8.5 GHz bands;

4. Airborne UWB applications in the 3.1-4.8 GHz and 6-8.5 GHz bands.

PT24 of the Spectrum Engineering working group (WG SE), which does compatibility studies to support regulatory solutions being developed by PT47, aims to produce two ECC reports, one for applications 1, 2 and 3, and the other for application 4:

  • ECC Report “Studies relating to UWB as described in Annex to CEPT Report 34 (excluding Airborne UWB)”;
     
  • ECC Report “Airborne UWB in the frequency bands 3.1-4.8 GHz and 6-8.5 GHz”.

PT24 submitted a document indicating the current status of the studies on compatibility between specific UWB applications (LAES, LT2 and LTA) and the affected radiocommunication services. The studies are still not finished, principally the evaluation of compatibility between specific UWB applications and radio altimeters.

At the 70th WG FM meeting (September 2010) it was decided that the report under preparation in the correspondence group co-ordinated by Portugal should be an ECC Report. The group has therefore considered those indications when preparing the report. Note that the report’s aim is to describe and evaluate possible solutions for the practical implementation of registration/co-ordination mechanisms for UWB LT2 systems and also to assess whether those possible solutions can be applied to other UWB devices which exceed the limits currently in effect in the existing regulatory solutions for UWB technology.

The “ECC Report on the Practical Implementation of Registration/Co-ordination Mechanism for UWB LT2 Systems” was completed and will be submitted at the 71st WG FM meeting to be adopted for public consultation.

To complement the ECC report a working document was produced with a proposed Recommendation for UWB LT2 systems which should serve as the possible regulatory solution for such systems. This proposed Recommendation should be finalised at the WG FM meeting in May 2011.

At the last PT47 meeting the revision of existing regulations for generic UWB devices (Decisions ECC/DEC/(06)04 and ECC/DEC/(06)12) also began; agreement was reached to merge both into just one Decision. The revision of the Decisions was completed and will be submitted to the 71st WG FM meeting to be adopted for public consultation. Note that there are new parameters for the LDC (Low Duty Cycle) mitigation technique, which make it more restrictive.
