Annual Incident Report 2011


Annual report prepared by the European Network and Information Security Agency (ENISA) on cyber security incidents, incorporating analysis of reports submitted by Member States with reference to 2011, under Article 13 of Directive 2009/140/EC.

The report summarizes and analyzes the 51 reported incidents, noting:

  • most of the reported incidents affected mobile telephony or mobile internet;
  • such incidents affected most users, which is consistent with the high number of mobile users.
  • Incidents show that communication services strongly depend on the power supply.
  • natural phenomena (e.g. storms and floods) have a big impact on the power supply of providers and cause long lasting incidents (45 hours on average).
