IR EWG meeting - Brussels


The BEREC expert working group on International Roaming (IR EWG) held a meeting last 12 June in Brussels, chaired by Spain's national regulatory authority (NRA), the Comisión del Mercado de las Telecomunicaciones (CMT).

Top on the agenda was analysis of responses to the public consultation regarding BEREC's guidelines on implementation of the provisions of articles 4 and 5 of the Roaming Regulation - separate retail sale of roaming services based on the modes single/international mobile subscriber identity (IMSI) (bundled voice, short message service and data in roaming supplied by the domestic provider (DP)) and local break-out (LBO) (roaming data supplied directly by the visited network). Noteworthy is that nearly 40 contributions were received from stakeholders, among them responses from the three mobile operators who operate in our country. As indicated by the volume of responses, this document is especially important for stakeholders in so far as it details and makes clear aspects associated to the definition and implementation of interfaces in the framework of separate sale of retail services. Plans call for these guidelines to be completed and disclosed in early July.

The meeting also reviewed the current state of progress on the following BEREC reports: the Compliance Report, whose questionnaire was sent out in early June with a 30 June response deadline; and the 11th Benchmark Report on international roaming.

The next full IR EWG meeting has been scheduled for 9 July in Riga, Latvia, where the group will focus on the Compliance Report, the Benchmark Report, the Report on Transparency and Comparability of Tariffs, and the EWG’s contribution to the working programme.
