CTT authorised to deduct records affected by general strike in calculation of quality of service indicators


By determination of 26 September 2013, ANACOM has granted the request presented by CTT - Correios de Portugal (CTT) seeking to deduct records pertaining to correio normal (non-priority mail) and correio azul (priority mail) distribution directly impacted by the general strike occurring on 27 June 2013. This deduction of records is relevant for the purposes of calculating quality of service indicators (QSI) defined under the Convénio de Qualidade (Quality Convention) of 10 July 2008 governing the universal postal service.

The deduction applies to mail on the following routes and in the following periods:

  • correio normal (non-priority mail) mail sent from 24 to 27 June (inclusive), all national routes;
     
  • correio azul (priority mail) sent on 26 and 27 June, mainland routes;
     
  • correio azul (priority mail) sent from 25 to 27 June (inclusive), Mainland, Azores and Madeira (CAM) routes.

CTT is required, within 15 working days, to send the following to ANACOM:

  • the QSI values reported in 2nd quarter 2013, with and without the deduction of the records in question;
     
  • information relating to each of the records deducted by CTT for the purposes of calculating the respective QSI, including dispatch identification codes, planned and accomplished dispatch dates, item origin and destination, date of distribution, delay in transit.

CTT has also been ordered to send to ANACOM, upon calculating the QSI values for the entire year of 2013, the values obtained with and without the deduction of records, as granted by ANACOM under article 6 of the Convénio de Qualidade (Quality Convention) as well as a copy of the database used to calculate the QSI defined in the Convention, with and without the respective records deducted in 2013.
