Communication on a roadmap for completing the single market for parcel delivery


On 16 December 2013, the European Commission (EC) published a communication on a roadmap for completing the single market for parcel delivery. The roadmap is set out as a driver of e-commerce in the European Union (EU), specifically with a view to ensuring that retailers and consumers have affordable access to high-quality parcel delivery services.

This communication has three basic objectives: increase transparency, information and information exchange; improve the availability, quality and affordability of delivery solutions; and improve complaint handling and redress mechanisms for consumers. 

For each of these objectives the EC identifies specific non-legislative actions to be taken by the various actors in the parcel delivery e-commerce value chain. The EC will assess these actions over 18 months and, if these are not effective or are not implemented, it will assess whether further action is necessary.
