Calls to the 760 numbering range - conclusion of proceedings and consultation


By determination of 15 May 2014, ANACOM has concluded the breach proceedings instigated subsequent to indications of practices which limited access to calls in the 760 numbering range by customers with prepaid tariffs.

However, due to the excessive nature of restrictions implemented by operators and given that such restrictions are counter to user freedom of choice and the business interests of third-parties, there is a need to consolidate the obligation to provide access to numbers in the PNN - Plano Nacional de Numeração (National Numbering Plan). Under Article 8 of Lei das Comunicações Eletrónicas (Electronic Communications Law), this need calls for a public consultation, whose launch was approved by the same determination.

The intention of the consultation is to sound out stakeholders on the adoption of a rule specifying that, with access to PNN numbers tending to be full access, companies which offer electronic communications networks and services may only restrict access where restrictions do not disproportionately impact the interests of end-users or other companies, without prejudice to the principle of freedom and respect for the wishes of users themselves when requesting application of restrictive measures.

Interested parties are given a period of 30 working days in which to comment. As such, comments should be sent no later than 30 June 2014, by email to consulta.760@anacom.ptmailto:consulta.760@anacom.pt 1. Once the consultation process has been concluded, the contributions received will be made public. Therefore, for the purposes of publication on this website, interested parties should also submit a non-confidential version of their responses excluding items considered confidential.
