The implementation and sustainability of the universal postal service is a key issue in the current regulation of this sector. It is a topic that has been the object of discussion within the European Union, and specifically within the European Regulators Group for Postal Services (ERGP).
On 18 September 2014, the ERGP published a discussion paper, entitled "The implementation of Universal Service in the postal sector and the effects of recent changes in some countries on the scope of the USO". This document is under public review until 14 November and will serve as the basis for discussion at an event organized by ERGP on the subject, to be held in Bucharest on 19 November 2014.
By organising this workshop in Lisbon, ANACOM intends to promote debate among market participants about the future of the universal postal service and the effects of market developments on the scope and sustainability of the universal service over the long term.
