2nd Conference Preparatory Meeting 2015 (CPM15-2) - Geneva


The 2nd World Radiocommunication Conference Preparatory Meeting has been held in Geneva (Switzerland); under the auspices of the International Telecommunications Union (ITU), the meeting took place from 23 March to 2 April 2015 and was attended by over 1,250 delegates representing 105 Member States together with representatives of the sector, including various international organisations. The meeting was chaired by Aboubakar Zourmba (Cameroon), while Portugal was represented by Luísa Mendes, Jaime Afonso, Fernando Guerra and Cristina Reis.

The CPM is a key forum for discussion in which ITU members can participate. Setting out the results of the CPM, a report is drawn up over the course of the meeting; this report aims to assist those involved in preparations for the World Radiocommunication Conference (WRC). Information available at the time is compiled from ITU members, ITU-R study groups and the Special Committee on the technical, operational and regulatory/procedural issues relevant to the WRC Agenda, and for each item, the CPM report presents one or more options to respond to the questions identified on the agenda.

CPM15-2 examined the proposals submitted for each of the items on the WRC-15 agenda, based on the documents delivered to the meeting. The topics that generated most contention and discussion were those related to "additional IMT spectrum", "Conditions governing use of the 694-790 MHz band by the mobile service", "Unmanned aircraft in non-segregated space" and "Global tracking and surveillance of commercial flights in real time".  This last item was added to the WRC-15 agenda by the 2014 Plenipotentiary Conference (PP-14), held in Busan, South Korea. It is anticipated that these same points will take longest to resolve at WRC-15, to be held in Geneva from 2 to 27 November 2015.

In some cases, and following lengthy discussions, at CPM15-2, it was possible to reduce the number of solutions (and text) presented per item of the WRC-15 agenda in response to the questions posed. In other cases, and despite the efforts made over the meeting (of nearly a fortnight), it was not possible to achieve consensus and arrive at a single solution; in such cases, the CPM15-2 report sets out a number of options (sometimes conflicting) to be carried over for discussion and resolution at WRC-15.

The recently approved CPM15-2 reporthttp://www.itu.int/en/ITU-R/study-groups/rcpm/Pages/default.aspx will provide fundamental basis for the discussions that will take place within the framework of WRC-15.
