6th meeting of the Conference Preparatory Group (CPG 15) - Floriana


The sixth meeting of the CEPT Conference Preparatory Group (CPG 15) for the preparation cycle ahead of the upcoming 2015 World Radiocommunication Conference (WRC-15) of the International Telecommunication Union (ITU) was held last 3-6 February in Floriana, Malta. The participants included 135 delegates from 27 administrations, the European Commission (EC), the European Communications Office (ECO) and 15 observers.

CPG 15 is in charge of CEPT’s preparation for WRC-15. The four project teams set up at the group’s first meeting (CPG 15 structure http://www.cept.org/ecc/groups/ecc/cpg/page/cpg-15-structure) discuss and develop briefs and, if consensus is reached, European common proposals (ECPs) regarding each of the WRC-15 agenda items (World Radiocommunication Conference 2015 http://www.itu.int/en/ITU-R/conferences/wrc/2015/Pages/default.aspx) which they are responsible for, submitting them next to discussion and approval by the CPG.

The heads of the four CPG project teams presented summaries of the work done at meetings held since the fifth CPG 15 meeting. At this sixth meeting they also put forward new drafts/revisions of the briefs concerning nearly all WRC-15 agenda points, indicating whenever possible/consensual a proposed preliminary CEPT position.

Also presented to the CPG, where they were debated at length, were ECPS associated to items 1.1, 1.2, 1.4, 1.5, 1.6, 1.7, 1.8, 1.9.1, 1.9.2, 1.10, 1.11, 1.12, 1.15, 1.16, 1.17, 1.18, 2, 4, 7, 9.1.1, 9.1.7 and 9.2. Contributions were considered with a view to changing the text from the report of the second meeting of the Preparatory Group for the 2015 World Radiocommunication Conference (CPM 15) of the ITU Radiocommunication Sector (ITU-R), specifically in the relevant sections (referring to items 1.3, 1.14, 1.16, 1.17, 1.9.2, 9.1.2, 9.1.7 and 9.1.8). The draft briefs, ECPs and CEPT contributions for the second CPM 15 meeting’s report were approved by the sixth CPG 15 meeting after being discussed and revised.

The next CPG meeting is scheduled for 2-5 June 2015 in Porto. Plans call for approval of the first set of ECPs during the seventh CPG 15 meeting, followed by the respective formal signing process.
